Sustainability indicators are generally recognized as relevant tools to monitor performance of ICZM efforts (FAO, UNEP, EU). The SAIL set of sustainability indicators represents a trans-national project to visualize the state of the art in the coastal zone of the five partners (Southern North Sea Area). A preliminary selection of thirty-five (35) indicators was agreed upon during a working session with SAIL Technical Director Mr. Clive Gilbert. From these, 28 coincide with the list of indicators proposed by EU methodology to support National Coastal Strategies, due by 2006. The selection also closely relates to indicators selected for local/regional measuring of sustainability, both in coastal and non-coastal zones, hence reflecting the priority issues at local/regional level while keeping within a global EU strategic framework. Data capture started during the second half of March, while progress was made in the choice and definition of indicators for which more debate and consultation seemed necessary (natural and cultural diversity/social cohesion). This was achieved through the BAG (Biodiversity Advisory Committee) and direct consulting. A standardized definition of ‘the coastal zone’ among the five SAIL regions was applied through selection of an intermediate administrative level at 10 km distance from the coastline, covering all basic administrative units within. Initial data capture focused on indicators that require small resolution projection in GIS application (commune, gemeente and ward), in order to allow for an early evaluation and feedback into Data Capture strategy. Metadata are stored on MS Access Databank with reference to contacts and sources and allowing tracking progress in data capture. To date of the present Progress Report, six indicators have been filed in MS Access and MS Excel, and GIS applications for these have been worked out. An evaluation sheet and some layouts are included for each of these indicators.
